Money laundering has grave ramifications on the social system, the economic framework and the security of a country. In fact, it is the developing countries that bear the brunt of money laundering through financial fraud, terrorist finance, bribery and corruption since their governments are still in the process of establishing robust anti money laundering regimes and regulations for their fragile financial sectors.

Some of the gravest effects of money laundering and the absence of a strong AML and counter-terrorist financing or CTF regulations include:

Increased crime and corruption: In the event of little, weak or selective AML and CFT provisions, ineffective penalties and difficult confiscation provisions, these countries become a haven of money laundering, financial fraud, bribery and corruption and terrorist finance activities.

Weak financial institutions: The absence of effective anti money laundering regimes can jeopardise a country’s financial structure and have severe implications on its financial institutions including banks, securities firms, insurance firms and investment management companies. This in turn can lead to loss of profitable business, asset seizures, loan losses, liquidity problems and decline in the stocks value of the financial institutions.

International consequences and foreign investment: A weak AML/CFT enforcement can prevent a country from receiving foreign private investment and make it ineligible to avail foreign governmental assistance.

Compromised economy and financial sectors: Money laundering can increase the potential of a country’s monetary and economic instability due to the misallocation of resources and providing a way to evade taxation, thus depriving the country of legitimate revenue.

Damaged privatisation efforts: Money launderers can prevent many developing countries to improve their economy through privatization by outbidding licit purchasers of state-owned enterprises. This in turn helps criminals to thrive and the country to be deprived of legitimate, market based tax paying enterprise.

The FAFT, comprising of 33 participating nations encourages countries to enforce stringent acts against financial fraud and terrorist financing.

The U.S. and the UK have enforced US Foreign Corrupt Practices Act and the UK Bribery Act respectively to tackle financial corruption and establish a healthy, flourishing and booming society and economy; many countries around the world have followed suit to put an end to financial fraud.

If you are interested in learning more about financial services, including the Bribery Act, Terrorist Financing, or Anti-Money Laundering then you may want to have a look at undertaking a short e-learning course on Financial Crime.

The need for efficient project management professionals is increasingly being demanded across various organisations. Whatever the basic role and functions of a company, efficient project management training such as PRINCE2 Foundation, PMI and APMG can ensure optimum production with minimum wastage. This is because the right project framework will take into account risk management as well as quality management.

Change is inevitable in life. Similarly, any project will face changes during its lifetime. This demand for change often comes from multiple sources – senior management, the board, consumers and so on. Managing a minor change is not difficult. However, multiple sources and the resulting adjustment often takes it toll.

Change that has not been foreseen or provided for, causes delays or lapses in quality control. On the other hand a project manager with the right training will take into account such changes when conceiving the project framework. Risk management is an essential part of the framework.

Timely delivery

The crucial factor of a project’s success is its on time delivery. Delays take their own toll. A well-executed project that is delayed can often lose its impact. When planning the project, a project manager will keep a set time period. Training in project management skills has often made a difference in this area. Training modules like PRINCE2 Foundation, PMI and APMG can teach professional tools and techniques that make sure a project is delivered on time.

Focusing the team

A project manager is also a team leader and as such must guide, steer and manage the team towards the goal. The manager’s functions as an effective people’s leader is especially important in projects with a long times span. The team attention may get diluted. In an organisation many of the members may also be involved in different tasks, which divide their attention. In such a scenario it is the project manager’s task to ensure that the team stays committed to the project. This is an essential part of quality management.

Communication

A project manager must also manage efficient communication both within and outside the team. The manager is responsible for communicating to senior managers as well as stakeholders on various issues regarding the progress of the project. These could deal with changing situations, budget, success and hurdles. Within the team the manager will ensure a smooth flow of information to all members. Communication must remain open and honest.

Budget

Apart from delivering a project on time, a project manager must also stick to the budget laid down. Some of the basic principles of project management training schedules like PRINCE2 Foundation, PMI and APMG focus on this aspect. An otherwise successful project may become untenable if it overshoots its budget. It is also important for future projects and the performance of the organisation as a whole.

The skills listed above are just some of the basic requirements of a project framework. All these ensure optimum risk management and quality management. With the increasing specialisation and demands of business, training of managers in PRINCE2 Foundation, PMI and APMG has become crucial.

A Cornish care home group have been criticised on the management of autistic patients by the Care Quality Commission (CQC) after staff have been injured on several occasions by violent residents.

Inspectors asked the group to improve after failing 7 out of 11 standards across the group’s 25 homes. The care home group are a specialist provider of care to those suffering from ASD (Autistic Spectrum Disorder) and its associated challenging behaviours.

Autism is a life long developmental disability which affects how a person communicates with, and relates to, other people. Autism can vary between each individual and those with autism, often struggle to make sense of the world they live in. This can cause some considerable anxiety which may be displayed in difficult and challenging behaviours.

This care home group offer a refined approach towards supporting people with autism and working with professionals to develop non-aversive and proactive positive behaviour management techniques.

Despite their specialisms in managing autism, this particular care home did not have any records for the seven staff to have undergone training in the Mental Capacity Act (2005).

Even though the records were not available on the inspector’s visit, care home staff need more effective training and guidance in applying the Mental Capacity Act (2005) to take decisions on behalf of service users and support them to make decisions for themselves.

It has been reported that 44% of banks are unable to inform a customer correctly of how to cancel a recurring credit card payment according to a recent consumer focus study and reported in this article by Money Wise.

Two high street banks were recently found to have incorrectly answered customer responses and have apologised and promised to issue new guidance to staff.

The 2009 Payment Services Regulations allow customers the right to cancel a continuous payment authority (CPA).

There are a number of consumers who are paying for things they no longer need and possibly going overdrawn as a result of poor advice given regarding cancellations of CPA’s. This poor advice is due to being misinformed that only the payee can cancel the arrangement and when disputes are formed, often consumers go through months of struggling to get payments stopped from their cards.

I recently had this experience dealt with first hand after purchasing a piece of electronic equipment and choosing to cancel a support policy which was set up on my credit card at point of purchase. Luckily this was amended with little issue and no questions asked. I was told at point of cancellation that credit card recurring payments are often a little more difficult to close down, but I was clearly dealing with one of the 56% of staff in banks that have been correctly trained in the advice that is given regarding CPA’s.

Money laundering refers to the illegal practice of exchanging black money obtained from illicit sources into clean money or assets. Money laundering is a worldwide phenomenon and entails drug traffickers, mobsters, terrorists, politicians, embezzlers as well as con artists. By enforcing robust anti money laundering (AML) and counter-terrorist financing regulations, governments try to protect their citizens and clamp down harm caused by financial fraud, terrorism, bribery and corruption.

A constant flow of finance may be the source of livelihood for criminals, but it is also their biggest vulnerability. The AML regime helps to detect, discourage and prevent crime by reducing the likeliness of legitimate businesses and institutions getting involved in money laundering and providing all critical information about bribery and corruption to law enforcement authorities.

Criminals operate across international borders and with complete disregard to national jurisdictions. This is why for any anti money laundering regime to be successful, global cooperation is of utmost importance. It is with this mission that the Financial Action Task Force on money laundering or the FATF was formed with 33 participating nations to stop international financial fraud and terrorist finance activities and establish a clean global economy. Both the developed as well as the developing nations have passed stringent anti money laundering and counter-terrorist financing regulations that make financial fraud of all nature and scale, bribery and corruption punishable as per their respective laws.

The UK Bribery Act and the US Foreign Corrupt Practices Act have further shown the way to developing countries to improve their financial institutions, social framework and political structures to tackle the problem of money laundering. But what is really required is to work in collaboration across the government and the private sectors as well as on a global scale to nip the problems of money laundering and terrorist finance from the bud.

If you are interested in learning more about financial services, including the Bribery Act, Terrorist Financing, or Anti-Money Laundering then you may want to have a look at undertaking a short e-learning course on Financial Crime.
